consider

1.考虑(+V-ing)/sth(plan等)

2.认为considersb/sthtobe...

considersb/sthas...(as后可以跟n,pron,v-ing,adj等,as还可以省略)

considerit+adj/n+that-clause(it是形式宾语,that从句才是真正的宾语)

故beconsideredas/tobe...

2)Modernbuildingsareconsidered(as)coldandunfriendly.
